No, this is not true. Actually, NASA's Mars 2020 missions components are based single-board computer (running Linux) and not on single-board microcontroller. Also their framework, which is open source, has python3 support.
You won't need Python to build a drone, actually, you don't need any language at all (check out https://ardupilot.org/). Only if you wanna add a camera and do some Computer Vision you would be needing Python.
