pwsh as a dotnet global tool requires the dotnet (core) version it was build with. Your wanted version https://github.com/PowerShell/PowerShell/releases/tag/v6.2.3 depends on .NET Core SDK 2.1 that has reached end of life. You should probably not install this legacy sdk. You can try to install pwsh as a self-contained app. But before doing so, consider to use the latest version that is IMO totally fine to learn.
