I am a professional web developer making digital solutions for my clients. Going very well now. My website contain footer as well as a header on all web pages. Right now I have a total of around 32 pages. 16 in English and other 16 in Dutch. Both footer as well as the header have same internal as well as external links. Considering having those links all over the place on every web page, will that negatively affect SEO? Because I think search engines will consider those links as spammy. How should I solve this? The links are actually important to be displayed on every page. Or maybe I can let those links only be available on the home page and just make another footer with no links at all on all other pages? I also heard that I could also just put rel="nofollow" on every link on every page except the homepage? Would that be a good alternative solution?
