Check out Primo it’s FOSS & easy for nontechnical content editors, but you won’t be able to use Hugo with it

• SilverStripe

  Silverstripe CMS - this is a module for Silverstripe Framework rather than a standalone app. Use https://github.com/silverstripe/silverstripe-installer/ to set this up.

  

How about SilverStripe. It is a good developer experience, but has a really good admin GUI out of the box. Not something you can host on S3 (just like other suggestions)
