Fedora only offers Fedora and RHEL images, so if you want to run say Ubuntu in a toolbox, you can use the images from quay.io as discussed here. If you're as security paranoid as I am, you can also install a local Docker Registry (running in podman) and build your own images from the Containerfiles in that repo, but this comment is already long, so not today.
I happen to have seen this one before. Apparently crun (container runtime) is not correctly mirroring my host vboxusers group permissions into the container, as identified in this crun issue. I haven't drilled down to see what the fix is. For now I have just done this hacky, terrible terrible don't do this at home workaround:
