Unfortunately, the .NET APIs for this purpose I'm aware of are commercial products. The command line tool keytool is part of any Java runtime and it could be orchestrated with PoSh, so I'd look into that first. If that's not sufficient (it lacks some features), you could look into the OpenSSL suite next.
