So I'm not quite even sure what John means when he says build descriptions should be "data." Would he prefer something like Dhall? I can kind of see it, except you'd still need some sort of monadic support for executing compilers etc. And then you'd basically have SBT, just not with your build descriptions in monadic Scala.
