Have you looked at web interfaces for pm2? Like for example https://github.com/alexnzarov/pm2-web-ui
That said, it sounds like what you want is a GSP to manage 'game' servers. Something like Pterodactyl or LinuxGSM (CLI-only by the looks of it). These will have a way to launch shell scripts or even docker containers in regards to Pterodactyl.
