If you want wo stick to GNOME (it still has the best touch experience of all desktop DEs in my experience) you could try the improved-osk-extension. It can make the OSK much bigger and has some other neat features. Another touch friendly DE is Phosh which is actually developed for Linux phones and completely optimized for Touch although it doesn't support everything you would expect from a desktop DE since it's mainly optimized for phones (and tablets). You could also try KDE Plasma Mobile but in my experience it wasn't reliable and has many bugs and crashed a lot.

To install Phosh on Fedora, you should have to type 'sudo dnf install phosh' into the Terminal. Manjaro has both Phosh and KDE Plasma Mobile but I wouldn't recommend it. Manjaro let their SSL certificate expire 4 times and was the complete opposite of stability when I used it in the past. It also shipped many beta and even alpha packages which broke my complete system on my PinePhone. You can read about Manjaro's issues here: https://manjarno.snorlax.sh/
