It uses OpenSeeFace for facetracking and engine patches/vrm code from the V-Sekai team.
I have a stable(?) release out in the repo here. It's Windows only for now unless you want to recompile the engine for Mac or Linux + run the facetracker via Python instead of compiled binary.
Most programs that support VTuber models (,vrm) are Unity-based because the reference plugin UniVRM is Unity-based
