TailwindCSS is released with a MIT License and free to use, I'm curious if you've possibly mistaken TailwindUI for the tailwind CSS framework. Or if you're asking if it's possible to abuse the TailwindUI license and not pay for all uses accessing it (which I absolutely do not condone). Your question is pretty obscure and you probably need to clarify what you're asking about.
