I don't expect you to have a automation system that can do that logging, but maybe you can use something like Uptime Kuma on a spare PC and get some useful data that you can share with the ISP (I haven't used Uptime Kuma before, but hear good things). Chances are, you're in a similar boat where the times you notice the issues are just the tip of the iceburg and having all the data logged and provided to them can really help. None of the people I talked to didn't believe me, but having the data really helped show them that I was serious about this being an issue and when I'd have 3-4 outages in an hour, lasting between 30 seconds and 15 minutes at all hours of the day/night, it really helped (at the very least, it prevented the ticket from going stale and getting closed).
