I don't need the overhead of Ansible (yet) but I do something similar to this. I use yadm (link) to manage dotfiles, and yadm supports a bootstrap script. To get up and running, all I need to do is install git, yadm, pull my yadm config and run yadm bootstrap. You could probably even automate this step (or have the yadm repo on a USB).
