Is it possible to create public servers with mods and plugins as in the old versions?

  • Can we reach about 100 players I haven't worked at a big scale like that, mostly small player counts. But it should be possible, there are big servers running fabric. Check out this guide, its a must read and this list of useful mods, they have a section for server side.

  • The standard for most smp styled servers AFAIK is to use a bungeecord/waterfall proxy for security. Set the world border to be between 5-20k blocks. Pre generate ALL of the chunks. And monitor your server with tools like spark. Outside of that it'll depend quite a bit on your server but the general rules of thumb for good systems stay the same; pregen your world; avoid large redstone contraptions; monitor you're server etc etc. I'm sure an experience vet like yourself should'nt have to many issues. But I'd 100 say that spark is mandatory as this is the most common way to identify issues with the server and fix them as they come up.
