OpenRA

Also Doom itself and various other ID games are fully open source. In addition there is another game, Warzone2100 was re-released as open source by the developers as well. I'm sure there are more games like these, but this all that comes to the top of my mind.
Julius, an open source faithful re-implementation of Caesar 3, including the bugs people actually use and/or rely on to do stuff in their city
Augustus, a fork of Julius, that seeks to fix the bugs, add improvements from the later Impression games like roadblocks, and also extend it with new gameplay, new buildings, and all limits removed
