I'm on M1 as well and didn't encounter that following instruction to the letter. Not sure how to help - perhaps you want to open an issue at the original repo? https://github.com/snesrev/zelda3/issues
Anyhow, I managed to get to the point where I need to run brew, but I don't have that installed. When I go to the linked site https://brew.sh and try to run the command to install it, I just get "Invalid variable name".
Good feedback - if that would help, I'd be happy to write a more detailed guide like examples here https://github.com/boggydigital/mac-gaming-guides and then, perhaps, work with the project to incorporate some of that there...
