Wayland puts the compositor in control of everything, so an external tool can't work without the compositor's approval (like with the global shortcut portal) or putting the user in the input group/running as root to skip the compositor. Generally you should just put all global shortcuts in the compositor's configuration.
The compositor could theoretically give different keymaps to different applications or even fake the key events it sends, but AFAIK no compositor does that. An external fake keyboard tool like keyd can switch its mapping when the focused window changes, but that's pretty racy.
