Is there a file format standard for tile maps?

    Flexible level editor

    While not a standard per se, Tiled is a very popular tile map editor, and as a result lots of third-party tooling exists for its (well-documented) file format. I'm not familiar with the old Pokemon games (nor the new ones, for that matter...), but if what you're looking for it tiles where some are at different heights (and have impassable cliffs blocking movement) and other tiles serve as "ramps" to move up and down, then Tiled can handle that and thus its file format can as well.
