If you want a generic answer, I'd say the spring initializr is a quick way to get whatever you need fast. However, you'd still need to select the tools applicable for the problem you're trying to solve.
What you maybe asking for is something like vaadin or jhipster which marries the front with the backend. (I don't like them tbh but it worth mentioning)
