I haven't heard anything from them in a while, but that's exactly what the Mycroft project is trying to do. Not only is the software FOSS, but you can actually build them yourself with a Pi, a 3D printer, and a handful of off the shelf parts.

If you genuinely want to help out in that way, you can create a voice for Mycroft using their Mimic recording studio software. They reckon it takes about 40-80 hours all up.
