I haven't tried Foundry VTT, so I'm not familiar with the issue you are describing, but you could look into PlanarAlly. I'm currently running 3 campaigns on it. Users join an separate campaigns, they only need to be created once.

Nice. Looks really good. I love procedural terrain that isn't studded with local low points (lakes) too. If you are looking for an algorithm that's much quicker to compute (N*log(N) worst case) but admittedly but quite as realistic, this is what I came up with: https://github.com/mrdunk/flowing-terrain It's fairly easy to implement.

The 3D Map Library differs from ordinary map libraries in that it specializes in representing 3D objects and 3D data. Cesium and iTowns are two widely used open-source 3D map libraries. In this article, I will show you how to build location-based applications using iTowns in particular. As for Cesium, it is possible to display map styles in combination with the MVTImageryProvider library. However, as of July 2023, some map styles are not yet supported, and Amazon Location Service map styles are among them, so they are not covered in this article.
