Have you considered using Discourse? It is an open source forum software made for civil discussions (also using GPL-2 license as planned by you) with lots of plugins to add different functionalities. If I remember correctly, they also had a plugin by the community for automatically linking terms from a glossary and highlighting them and show them when hovering. On mobile I couldn't find it though. If you've already looked at Discourse and decided against it, I'd be curious to hear what made you decide against it and go for your own solution instead.
