We used the lib LRUD by the BBC for that, and wrapped it up for react (we're working on open-sourcing this part).

As part of a project called Zentrox, I wrote a package manager for linux, that uses JavaScript and commands to manage packages.
Instead of using the web frontend, you can also just use the library.
I would recommend, that you do not allow users except the admin to use it, if you have a web app for example.
