The test document of the DPVS project records the test environment, test methods, configurations, that makes a grate article. I put the link of this article on the dperf README. To point out the bleeding obvious, it's not necessarily about the subject matter changing, but the technical environment. Systems change, libraries change with them, leading to potential compilation issues amongst other things.
A quick search on Github reveals troglobit/netcalc[1] as maintained clone of sipcalc.

If you don't want CLAT you could try using something like tnat64 - that hooks between Steam and the OS and actually turns the IPv4-only C library calls from Steam into IPv6-capable ones before they reach the C library; but I just tested it and it looks like Steam is using a bunch of features that this library does not yet support.
