The free and open-source version of PDFsam supports merging files into a single PDF (and several other actions). It looks like PDFsam Enhanced supports insertings watermarks, comments, etc. depending on the plan.

In your opinion, why has no created a functional FOSS PDF editor?
https://github.com/torakiki/pdfsam Helped me out along the way. I just used that for any combining, splitting, etc. operations I needed. Then signed them with Acrobat (shit).

PDFsam then? But if your program is working you probably don’t need it anymore.
