What about "archived" repos?
In the termux wiki, under Package_Management, it says that, e.g., for using x11 packages one should pkg install x11-repo from x11_packages. On the repos github it says This repository has been archived by the owner on Apr 19, 2022. It is now read-only. and further down on that page it even says *Packages from x11-repo are now maintained along with the main repo in [termux-packages](github.com/termux/termux-packages).
Lots of things changed in few years. Now it doesn't make sense to separate x11 packages to https://github.com/termux/x11-packages - we no longer need to deal with side collaborator access rights.

Anyway to launch vlc with arguments with termux?
* It is not available through the official packages repository. You could, although, try building it from the source code, however you might have to patch the source code and port it for Android; if you manage to do this, it would be appreciated if you could help the project by adding VLC to Termux's GUI repository. You could also use mpv-x as an alternative, it is available in Termux's repositories.

Is there hope for Linux on smartphones
Since they mentioned proot, that won't require a rooted device, see: https://proot-me.github.io/
I was also able to get a decent Ubuntu distribution including a desktop environment running on a non-rooted device, even got Blender to render the popular BMW demo, though that took a while.

Dockie: manage unprivileged chroots like Docker in a few lines of POSIX shell
As for ARM: Dockie uses PRoot and I couldn't get it to work on ARM. Equally, AppImage has issues on ARM too.
or wherever you want to install it and downloading latest PRoot
