Can I make an executable on my desktop that will run a script in my wsl?
I haven't tried it, but https://github.com/wslutilities/wslu has a feature that lets you create a shortcut on your desktop from WSL. Not sure if it's what you're looking for

WSL already has this feature built in, via wslu. The ubuntu image has it pre-installed, but other images don't.

A question about F# GUI frameworks
While there is Avalonia.FuncUI you can use Avalonia with only F#/Xaml as well, take https://github.com/yatli/fvim as an example it's an avalonia app and doesn't use the FuncUI DSL but you'll have to handle your views in an OOP'ish way
