The general solution I've seen has been a web rendering proxy that renders modern websites to images with clickable image maps, though that's really cheating as it's some intermediate hardware that's rendering the site.
Recently released a SSR Proxy (Server-Side Rendenring), which allows for SEO-friendly SPAs, serving pre-rendered web pages for Web Crawlers. Any feedback is more than welcome!

About the only actual server-side rendering proxy I know of is this project, but it's not going to do much for SEO.

Found something called WRP (https://github.com/tenox7/wrp) that displays modern sites as fully interactive images on old browsers. Tested it on DS and DSi browsers and it works great! As for the general web, you can set up Browservice on another machine to act as a proxy server for current websites.

On the server mgetty is configured for normal tty access, but also to support /AutoPPP/, which kicks off a pppd session and allows machines to connect via PPP like any dial-up internet provider. net.ipv4.forward is set to 1, and ipfwadm is set up to forward traffic. The server acts as a router, doing NAT for the dial-up client. Works great, though I do have browservice and retro-proxy servers running on a VM to handle https -> http and/or rendering for websites too modern for older browsers.

The other option is browservice, which is what I'm using in this picture. Browservice essentially renders the entire site in a fully up-to-date embedded version of Chromium, and then just streams it as a series of images to the browser. It's pretty bandwidth and CPU heavy, but works alright on Pentium-class machines or better with ethernet-class connectivity. I really can't recommend Browservice enough - I'm actually able to more-or-less 'daily drive' my dual PII-400 machine with it.

The build is a Windows 98 SE and Windows 2000 Professional dual-boot. Both run the stock Internet Explorer 5.0 package, and access the net through a Browservice server. DOS gaming is enabled by booting Windows 98 to the command prompt only, with full sound, mouse, and CD-ROM support.

There are projects developed out there that act as proxies: they are in between the device and the web. It makes the request on behalf of the device and makes an image of the webpage that is displayed back. Because I manage my own server farm, that should be interesting to setup on my secondary LAN that I use for connecting vintage computers and ease communications with newer ones. Running a retro machine using software from that era (this contradicts my previous point of using Firefox 45 for web browsing, but OP said in multiple comments it's just for gaming, so you don't need any browser for that; if you do need, Browservice is a thing), keeping the old hardware working, that's fun for some people. It's hard to prove that, it's just a personal thing.
