I am trying to change the empty add to cart page and replace with elementor template.
Forget the remove_action() approach. If you look at the code in cart-empty.php, you can see that the script that outputs the "return to shop" button is outside of the do_action( 'woocommerce_cart_is_empty' ) call so removing the action isn't going to make a difference to the button showing up.
