Anyone centrally managing clients VPN connections/users/settings?
If you want an easy setup I suggest using a script like this. Even a novice should be able to set up Wireguard in about half an hour - assuming they already have a DynDNS service set up.

Wireguard without VPS?
I personally use this script to setup a wireguard server. Doing it by hand is totally possible but this makes things a bit easier.

Best option just for minimal web browsing?
"Free" OpenVPN is nothing special, you can just run the PiVPN or Angristan's OpenVPN script on any of those VPSes. Ultra.cc's built-in VPN only support up to 3 simultaneous session, while those scripts allow unlimited sessions (at least until you maxed the CPU with hundreds of MBps transfer), you can get faster speed & lower latency with WireGuard on PiVPN, or using Angristan's WireGuard script, if your ISP tries to block OpenVPN & WireGuard, you can use Outline etc.

selfhosted tailscale
I know that tailscale uses wireguard. I set up my wireguard server using a script Perhaps this speed is due to the fact that I live in Russia, and my wireguard server is located in the Netherlands. I also heard that tailscale connects clients directly to each other (as I understand it)
