Might want to look at uStreamer instead of mjpeg streamer. I can use hw acceleration and is much better at recovering from disconnects in my experience.

I was reading about the TinyPilot rPI-based KVM-over-IP project which essentially uses a UVC adapter to provide video for KVM over IP. It uses ustreamer, a no-nonsense way to stream such devices.

The only component it shares with pikvm is ustreamer for video streaming, which I use in compliance with the license and with the author's permission.

To view the camera I am currently using ustreamer which is a very lightweight v4l2 streamer from the fantastic PiKVM project, and I get around 10FPS, but I've just got it set to 5. I intend to see if the guy running Mariner3D wants to merge a change to include ustreamer and a little viewing window in its web frontend.

You could look into connecting the TinyPilot to a traditional KVM which is connected to multiple devices. There are supposedly some confirmed working KVM devices that have been tested with TinyPilot: https://github.com/tiny-pilot/tinypilot/wiki/KVM-compatibility

At least the TinyPilot firmware is Open Source https://github.com/tiny-pilot/tinypilot - i don't know Pi-KVM. And it's a normal RaspberryPi with a debian-based os. So you should be able to just attach an LTE modem via USB and configure it via SSH, right?
There are a couple of vendors (including me) that offer a circuit board that splits the Pi's USB-C port into separate data and power ports with reverse current protection.
There are cables that do the same thing, but they don't provide reverse current protection. If there's a voltage difference between the USB port on your target system and the PSU feeding your Raspberry Pi, you can mess up the system's USB port or damage your Pi.

I recent purchased a Tiny Pilot and want to hook it up to my servers so I can reach out to them without having to be at the server rack and so I can get rid of the KVM that is there. Tiny Pilot has a list of compatible HDMI KVMs but they are all HDMI and my Dell servers are not HDMI. What is the right way of setting this up? Would it be a simple VGA-to-HDMI converter or do I need a powered one? Is there a powered one that will do multiples so I can only use 1 power outlet rather than 4?

If you're a developer, TinyPilot is pretty easy to extend and tweak. The code is thoroughly documented and includes automated tests. You can get a dev instance running in just a few commands.
