Why is one 44% good and one 80% caution?
Edit: Looking at this answer again, and the threshold column may also be obtuse and unhelpful. I haven't used it before, but GSmartControl looks like a much better tool for inspecting S.M.A.R.T. status on Windows.

Scanning and repairing drive (C:)
If you want to check the state of your hard drive, grab a tiny program to check the S.M.A.R.T. table, you're looking most importantly for "Reallocated Sectors", and "Pending Reallocation Events", as well as any Errors reported/recorded. Bad sectors are the most common sign a drive is failing. https://gsmartcontrol.shaduri.dev/

PC restarted just after boot
For Storage Drives You can use some of Windows tools but it’s more for checking for corrupt files and repairing them 1. Using built in Windows Utilities. You can open Command Prompt or Powershell as Administrator and you can run a few commmands to make sure everything (software wise) is okay. Use sfc /scannow to run what’s called System File Checker. This will check the Windows component store for corruption and repair any it finds. When finished you should see a message like “Windows did not find any integrity violations” which means no corruption was found. You can also use chkdsk C: however this is basically a torture test for your drive. If your drive is showing early signs of faliure, do not run chkdsk on it. It will only accelerate its eventual complete failure. 2. Using external tools. A very helpful tool to use would be Crystal Disk Info. This will check the SMART status of all connected drives and make sure all are okay. You can run SMART tests for your drives by using either GSmartControl or SeaTools.

I have several external hard drives and a brand-new one. How do I know which to replace? Should I always assume oldest = likeliest to fail? Longest time to start up? Loudest?
There are many tools to get this data; I recommend GSmartControl.

The issue is that files became corrupted, resulting in it needing to check the file system. If you have a hard drive enclosure, I would recommend using the enclosure to connect the drive to a computer, and running a drive diagnostic utility. GSmartControl is a great free program for checking the drive for physical damage. HDDScan can show you where there are bad sectors on the drive. If you’re feeling adventurous, it’s worth looking at Hard Disk Sentinel, because it allows you to attempt repairs and resolve any issues you have with hard drives.

But what I would do first is run GSmartControl to check the SMART info of the drive to see if the disk itself is toast. If it's the disk that is broken, send it to data recovery professionals or buy another 3 TB drive and use ddrescue to copy the drive over to the new one and cross your fingers.

HDD problems after tripping power breaker. Ran Diskpart Clean which failed to complete and now I can't reinitialize "because of an I/O device error"
Have you checked the SMART stats? It might be stuck trying to reallocate sectors as well. There are quite a few options for reading SMART stats, I usually just run GSMARTControl for Windows. https://gsmartcontrol.shaduri.dev/
