About Text based games,basically
There's ChoiceScript by Choice Of Games. It's more along the lines of Choose Your Own Adventure. If you're hoping to make something with a fair amount of random events, you might want to check out Twine.

Is it possible to create a twine game that does not use a browser?
You could also use Twine as a prototyping tool and export all the story text and such to data that your own custom code works with. Twison to export the data already exists: https://github.com/lazerwalker/twison

Just getting started, I need help with the most basic choice
Twison, an extra story format that exports JSON, but it doesn't mention support for macros of any of the official story formats.

Twine is an open-source tool for telling interactive, nonlinear stories
I did exactly that a while ago combining Twine with Twison [0]. A non technical friend would write the story with Twine, compile to a JSON file, and I'd parse it with a quick script on build time so I could display it on a React web app (that I'd then make apps with, with Cordova). There were a few things that could be improved in the process but it all worked incredibly well after I hooked everything up!
