FYI, Firefox's bundled emoji font, Twemoji Mozilla, is based on Twitter's Twemoji, which hasn't updated to Unicode 15.

Discord added the Twitter emojis from the latest update!
The twitter emoji is open sourced and you can request emojis at their Github, make an issue with label 'feature request' and they will decide whether to put it or not

A Twitter Emoji SVG icons for Svelte project
According to their license, it is MIT. I used SVG code not images/PNG etc.
I know that file names suck. The original files use codepoints for their file names. For example, 1f352.svg is cherries. I added `A` in front of the file names since file names can't start with a number. To find out an emoji, please use Emoji Catalog page.

Is there any way to replace Windows 11 emojis with iOS?
It’s probably easier to just use the Noto Emojis instead of trying to convert the format Apple uses to something Windows can understand.

Noto emoji, a new black and white emoji font with less color
Google already had a black and white emoji font. I think from before color fonts were a thing. However they stopped updating that in 2015 (https://github.com/googlefonts/noto-emoji/commits/2f1ffdd6fb...). This is likely a descendant of that rather than completely from scratch.
It's also interesting they call out emoji being too detailed as a problem. For some characters like Pistol (apple-fied into Squirt Gun) they've copied Apples style -- presumably to avoid confusion. So acknowledging that not all fonts need to look the same is a bit refreshing there.

Country Flags in SVG
No font in Google fonts does, for instance. At least from their own little demonstrator. There is https://github.com/googlefonts/noto-emoji Noto Emoji but you need to build it yourself
These are all super ugly -- if you want good SVG flags with a permissive license, I highly recommend using the SVGs from Noto Color Emoji:
