JMeter Docker vs VM?
I use the JMeter Maven Plugin. The test pack can then be versioned using Maven and the plugin pulls down and unpacks Jmeter into the build directory, so you configure the plugin and don't need to configure a VM to run it.

How Do I Include A Build Step That Tests If A
I quite like the https://github.com/jmeter-maven-plugin/jmeter-maven-plugin for writing functional system tests and you can capture the results via the performance plugin.
What are some alternatives?
gauge - Lean Haskell Benchmarking
jmeter-java-dsl - Simple JMeter performance tests API
PHPBench - PHP Benchmarking framework
perfmon-agent - Server metrics fetching agent, based on SIGAR
criterion-compare - A simple tool for visualising differences in Criterion benchmark results
mqtt-jmeter - MQTT JMeter Plugin [Moved to: https://github.com/emqx/mqtt-jmeter]
tasty-bench-fit - Benchmark a given function for variable input sizes and find out its time complexity
Best-Garbage-Collection-for-JMeter
bench-show - Show, plot and compare benchmark results
jsonschema2pojo - Generate Java types from JSON or JSON Schema and annotate those types for data-binding with Jackson, Gson, etc
criterion - A powerful but simple library for measuring the performance of Haskell code.
cve-2022-42889-jmeter - Script to handle CVE 2022-42889
