then there is https://github.com/pramsey/pgsql-ogr-fdw ( found with google) that allows you to read shapefiles as they were tables in postgesql. So that could remove data import phase and allows you to have only one SQL which figures out what it should merge into central.

Filters on multiple sources
Just today I was told about this extension of PostgreSQL, which, beside other things, can produce MS Excel files (not a joke!) https://github.com/pramsey/pgsql-ogr-fdw Unfortunately, this probably won't help you, because it seems like you are not setting up the database yourself.
