How can I play mp4 video using this Matrix LED Panel (video inside)
I found this https://github.com/hzeller/rpi-rgb-led-matrix, this provides python scripts. Please read through them, and then ask specific questions at each step. If python just looks like gobldegock, I suggest you go through some basic python tutorials docs.python.org has a tutorial page, and no you don't have to complete the whole think just read everything about built-ins and basic syntax (for, if, def, else, etc).

Fluid Simulation Clock with Raspberry Pi 4 and Python
I already have the matrix running and working, I used this library. It has a python interface as well. I posted it here in case you want to check it out. It has examples for scrolling text, displaying pictures, displaying animated gifs, displaying videos. Pretty good library.

But check out this adafruit tutorial or one of the numerous libraries on github.
Here's a library for driving these panels on raspberry pi's. The library has examples for showing pictures/GIFs, videos etc.

Tidbyt hardware display device: a review
These displays make for very approachable projects. Check out this repo if you're interested in controlling them from a raspberry pi. Adafruit and others sell a variety of sizes.

They can run video too (obviously quite pixelated but good for certain styles, eg manga/comic imagery) and there are examples online of projects such as an album cover display that syncs with your music.
Once tip: ensure you've got a good power supply if using one of the bigger 64x64 versions especially if you have it on bright with most/all pixels lit at the same time.
