HTML to PDF package that supports RTL language?
Not sure if it has all the things you need but we use https://mpdf.github.io/

pdf generation
I'm currently using mPDF for large reports including tables, graphs, and complex formatting.
Running a headless browser to render HTML is a resource intensive task. If you only need to generate simple documents, you're better off using a tool that generates PDF directly. In the old days we used FPDF and its successors (TCPDF was the most popular). Both seem to have recent releases. There's also mPDF , that seems to be another child of FPDF.

TCPDF
mPDF (very similar to TCPDF)
- Is there a free source available that I can incorporate into my website which will convert HTML/CSS to a PDF that the user can then save locally?

Playwright: Automate Chromium, WebKit and Firefox
For PHP-based applications I've used mPDF[0], which generates PDFs from HTML without using a browser. I'm sure it can't handle all the CSS bells/whistles that a "modern" website uses, but it's worked well for me.

Show HN: ReCalendar â custom calendar generator for ReMarkable and e-ink tablets
Then I realized - PDF files can have embedded file attachments :) So I'm saving the configuration file inside the generated PDF calendar. So if you ever want to reload the same settings (they are backwards compatible), you just upload the same PDF file (of course, PDF parsing happens on the client-side only as well). It's much safer approach and more intuitive - you will always have your PDF calendar file :)
In case you give my server the hug of death, the app is also available on GitHub Pages: https://recalendar.klimer.eu/
While the current version is tested only on ReMarkable tablets, it should be fairly easy to add support for other devices. Please open a new issue on GitHub, ideally with the specification of the device (screen size in pixels or mm).

Best alternative to DomPDF?
The one I used a few times where a headless browser or another service was not an option was mPDF: https://github.com/mpdf/mpdf

Best way to merge PDFs (PHP (Laravel) / Python)?
For php this is a great tool https://mpdf.github.io/ it works really well but for some things like converting pdfs it will require you to buy a setasign package.

Looking for a tool/resource to create a PDF checklist generator.
FPDF and its extended variants TCPDF and mPDF will easily do it (PHP). There are other libs in Python, Java. Most are free/open source. I have some working PHP that may be modifiable for your purposes (web form to collect data and generate checklist) if you are interested in assistance (not free though).
What are some alternatives?
