I don't want streaming music, I just want to stream my music
I have a music library on my home server that I use mopidy to play via the iris plugin integrated into my home assistant UI. It plays over Snapcast which streams over the network to multiple devices in the home with independent volume control. I can fire up the Snapcast client in my phone to get it going there as well, which does work over vpn if I'm away, though I generally just fire up the files from my phones SD card for out-of-home listening. I recently started using whipper on Linux to extract audio from craigslist cds.

You want SnapCast. You'd run snapserver on your Linux box and snapclient on your Pi's. Snapserver has support for Airplay (via shairport-sync) and Spotify (via librespot). I recommend using MPD for your music library, as I don't think PlexAmp can output audio in a way that's useful for snapserver.

Whole Home Audio - Design Help
I'm setting up a whole home audio set up and looking for suggestions in the design. Currently, I run Snapcast on Raspberry pis connected to various soundbars or amps. It's working ok, but has issues (Mostly on some of the 2.4GHz WiFi Pis that can't keep up with the bandwidth).

For the multi-room audio, check out snapcast. If you like it, we could try to convince the Symfonium dev to add the ability to cast music directly to snapcast, which I would love to have!

When TTS plays on the first stream, music volume is ducked for the duration. That setup is all pulseaudio junk. I coulde play any system audio to my entire house, or even provide an 3.5mm aux input near the VM host, although in practice it's Spotify for convenience.
Speakers in some rooms turn on/off completely with the room, while others stay on but toggle between music and text-to-speech, to make sure I hear those notices (which are like doors opening, washer is done, etc).
My main work setup has a snapcast client, so I hear TTS events even with noise canceling headphones on. Some snapcast clients are placed on existing machines (i.e. TV computer), while a few are dedicated Raspberry Pis.

Alternative to Spotify with collab
You can get this by combining Mopidy with Snapcast. Mopidy allows you to play, sort and manage playlists of local files, radio's or various remote sources (even Spotify). And Snapcast makes it possible to play this synchronized across multiple devices and speakers.

AzuraCast: A Simple, Self-Hosted Web Radio Management Suite
I'm using icecast2 for that. The only downsides are that it does only mp3s and sometimes it goes mute after a track ends. A short silent transition track should workaround the latter problem but I never managed to make it work. I configured a hotkey to restart VLC on my laptop instead.

Very cool, if you want to go even further with this. You could integrate this using Icecast[1] with Liquidsoap[2] to have a more expansive schedule.

If you want a very low FPS stream you can do what @TODO mentioned and just take stills from the camera and serve them in an HTML page and refresh as often as you like. Let the user refresh the page, or use javascript to do it automatically.
If you want more of a "proper" video stream (whatever that means) one good choice is to use Icecast[1][2]. It makes it pretty easy to set up audio and video streams and publish them.

The right direction
If you're handy with Linux or willing to learn, you can't get much more bang-for-the-buck than using software from http://www.rivendellaudio.org/ to play sounds and https://icecast.org/ to stream it. It goes a little like:
