Game
I second gloss! It's a bit limited (no sound, fonts, nor even text centering, but you do have support for vector and bitmap graphics, color manipulation, mouse, keyboard, and animations), but it's so, so easy to use that I not only recommend it (or the similar Code World) for anybody's first game, I still use it for my newer games.

I would like to build a 2D rpg. Which engine/library should I use?
The main limitation is lack of support for sound. It also doesn't support centered text out of the box (but is easy to implement), and only supports one font, which only supports ASCII. There's also a limit to how many transformations you can nest, but that's an OpenGL limitation, not a gloss limitation.

Is there a way to create a circle with a number inside of it using gloss?
not for an arbitrary Picture (at least not easily), but it is possible to get the dimensions of text s :: Picture.
