One of the simplest encodings would be WAV, for which the crate hound exists (it's linked from rodio's README): https://github.com/ruuda/hound/blob/master/examples/append.rs

Create audio "file" from opus packets
I'm no expert when it comes to audio, but this works and is basically copied from the readme.md in hound's repository, along an utility trait that adds ringbuffer-like behavior to VecDeque. How does decoding Opus come into play here?

To load the audio data from file you need a separate library, e.g. hound for .wav files.

allen 0.2.0 released: modern OpenAL bindings
A while back I was trying to use OpenAL for a game project and found frustration with the lack of usable bindings. There was of course [alto](https://https://crates.io/crates/alto), but it’s been unmaintained for about 3 years and was on it’s way out the door due to dependency on parking_lot. I just recently renovated this bindings crate I made and (hopefully) made it safer. Not sure how well it actually works outside my own use case. Still new to actually publishing crates. Enjoy!

What audio library to use?
That may work, but I haven't tried it since its LGPL licence. I'm using the alto crate and now that I've checked its repository is archived https://github.com/jpernst/alto
