Is there a way (plugin or something?) to output the gcode viewer to an rtsp stream?
If you want to stream your webcam as an H264 encoded rtsp stream, it can be done with either rtsp-simple-server or V4l2rtspserver And it is possible to stream a linux desktop (and any program that might be open, like your web browser with the gcode viewer running on it) with the V4l2Loopback device and either of the two prgrams above. It is quite an involved process, but it is do-able.

RTMP with nginx and OBS on Ubuntu
I had a nightmare setting this up for my streams. I ended up going with rtsp-simple-server as it seems to work a little quicker and is much better documented. There is an option to toggle between always having a stream "live" or stop when there are no viewers

I've used an rtsp sever [1] along with hls.js [2] so that I can have it in a nicer webpage and then stuck it all behind a vpn (wireguard).

Directions / pointers for a server that buffers and rebroadcasts a video stream?
I would use 2 instances of OBS with rtsp-simple-server in between. You can probably add a delay on the input of the second OBS instance.

Have I got the software for you! Shinobi is the solution! Simple setup! Ninja easy! Sexy interface? Check. Easy setup? Yep. More than 4 camera streams at once? You got it. Person/Motion/Object detection? Yes, with the caveat that you really should use a GPU for it. PTZ? Uh-huh!

Best Wireless 24/7 recording with no subscription cost?
If you're good with computers, I've used Shinobi and ZoneMinder before, but right now I'm using Frigate which has been really good so far. It can do 24/7 recording, as well as AI-based object recognition, and integrates seamlessly with Home Assistant, but it requires a bit of technical knowledge to set up and a computer you can leave on 24/7
