roam/sr has code at https://github.com/aidam38/roamsr
This is a plugin for Roam Research that allows you to do spaced repetition inline with your Roam graph. It keeps its state alongside your notes, and if you want to change your notes while doing a review session that's seamless.
Are there tools/plugins that support a more complete learning workflow?

You could move to Anki, which is an offline application (or web version) you'll always be able to use. https://apps.ankiweb.net/

How do you learn French vocabulary?

Spaced repetition using flash cards is a good technique for memorizing vocabulary. Anki is an app that will help you with that, and you can get premade sets of cards to use with it.

How much of what you learn in college are you expected to know by heart by the time you graduate?

If I were to study again, I'd use Anki (or a similar application) to memorize theorems/numbers necessary for tests, facts that I found that I'm looking up often, maybe even some simpler exercises. The nice thing about this approach is that you can keep using the same decks for years, making knowledge quite persistent. And given that it uses spaced repetition, the effort necessary to maintain that knowledge is actually decreasing with time. Right now I'm doing this with some random MOOCs and so far it works quite well.

2.) ANKI IS YOUR FRIEND. Make the cards now, it's a fantastic way to memorize --but if you don't understand your flashcards, don't bother. This is a memorizing thing (great for languages or formulas) https://apps.ankiweb.net/
