Depending on how you want to achieve this, you could use a combination of OBS + Restreamer or OBS + Project-Lightspeed. Another solution would be to use more specific solutions like neko

With the current version of the Restreamer a logo can be provided with a URL. The overlay function is currently not active. This extension has been requested several times and is on the list of feature requests. https://github.com/datarhei/restreamer/discussions/345

Nettu Meet: video conferencing app for tutors.
It is just a node js server and react frontend so it should in theory work on Windows (not tested). The only thing needed is to port the start script to a script that works on windows, which should be quite simple.
There is already a Dockerfile for the server. The problem is that the mediasoup config file doesn't currently work inside docker so it needs to be updated. Mediasoup has created a demo of how to make it work inside docker here.
