Programs that still support windows 7
Torrenting clients - qBittorrent still supports Win7 if you select the qt5 variant. For people that do not know what qBittorrent is - it is uTorrent, just without bloatware, ads, malware and such. It's open-source. UPDATE: it dropped Win7 support in October. ;_; (quick, somebody make a fork! https://github.com/qbittorrent/qBittorrent/ ) - here's the last downloadable Win7 version - https://www.fosshub.com/qBittorrent-old.html?dwl=qbittorrent_4.5.5_lt20_qt5_x64_setup.exe (but hey, I'm still downloading torrents fine in under WinXP 32-bit via the ancient uTorrent 2.2.1, so this version of qBittorrent might last for 10+ years for Win7...)

Qbittorent in particular has had several http exploits in the past. The most recent was a few months ago: https://github.com/qbittorrent/qBittorrent/issues/18618
Putting nginx in front with http basic auth would prevent all of them.

Seems like that was pending of libtorrent support.
That was done recently in https://github.com/arvidn/libtorrent/pull/4123, merged to master, but hasn't been released yet.

If nobody has done it already you need to find a bittorrent library and add a Dart FFI interface. The obvious option seems to be libtorrent.

Fast Bittorrent I/O (language ambiguous)
Looking at the code of libtorrent, used internally by most BitTorrent clients, it seems to use either mmap (when available) or ordinary blocking file I/O otherwise -- and there's a thread pool for I/O operations so that more than one can be happening at once. The size of the files isn't actually a problem for memory mapping unless you're using 32 bit pointers, which limits your address space.

Is anyone else excited about per-file hashes in Bittorrent v2?
I agree with this statement at a base level, but I'm also going to say that hybrid torrents are a thing (single metadata file that has all the data necessary to join either the v1 or v2 swarm), and that with the exception of a couple of incompatibilities (piece length must be a power of 2 in v2, and some extra strictness in the bencoding), it should be possible for a torrent client to convert a completed v1 torrent to a functional hybrid torrent with just a rehash. You can use torrenttools with some of the examples here - https://github.com/arvidn/libtorrent/tree/RC_2_0/test/test_torrents - if you want some examples.
