And from pyttsx3/driver.py it seems like espeak is what would be used by linux normally, so maybe setting up espeak for windows is your best bet at setting up and accessing custom voices.

To keep short, I contribute regularly to open source and about a year ago I started working on deep-translator (https://github.com/nidhaloff/deep-translator).
