looking for a python lib
I've used pandas-ta. But, there are a handful that should work: https://github.com/botcrypto-io/awesome-crypto-trading-bots#technical-analysis-libraries

Has anyone built an intraday stock scanner?
There is a good technical analysis library that does a lot of the legwork for you, https://github.com/twopirllc/pandas-ta

Looking for a way to know when markets will open/hours; alpaca api sandbox mode?
The other one I found was financialmodelingprep.com but their "is-market-open" API looks to return just the general opening/closing hour, holidays, and whether or not the market is open. Like it says the market hours even today is 9:30am-4pm which isn't what I'm looking for.

Use Rust (instead of C++) to develop some algorithms used in Flutter in a real app used in the *production environment* - Is it mature enough? Will I face troubles? Do you suggest it? Has anyone used it?
Depends on what you are building. Note - you can even use multiple based on specific features. Start with https://twelvedata.com or https://financialmodelingprep.com

Here’s the gist of my algorithm. I want to go big with my algorithm and I need some help from you.
You can check out https://financialmodelingprep.com/ . They have a minute-by-minute breakdown, and their free account where you can request 250/day. You can also pay $20/month for 'unlimited' requests, but I've found that they actually rate limit you to an average of 1 request per second over a 30 minute time frame. Not a big deal usually unless you're trying to pull a bunch of information at the eod. Then you just throw a sleep command in your code.

I made a scanner (web app) based on a few technicals
Sure, I'll send it to you when I'll rewrite the code with https://financialmodelingprep.com API. Right now it's a bit messy!
yahoo finance API sucks. Use EODhistoricaldata.com or financialmodelingprep.com API's instead.
