What have I missed in 5 years?
Custom rulesets are posted here. Most of them have instructions on their respective GitHub pages but generally it goes: To install this ruleset put the .DLL file onto your osu/Rulesets directory under %appdata%/. Restart osu!lazer and it will do the rest for you.

It is more an RTS than a 'classical' wargame, but you could do it in Warzone 2100. It is old for now (but it was very fun in 2000s). It could be fun for you today. There is a free and open source version : https://wz2100.net/ .
