Mobile Application that Tracks the Location of a Vehicle
I suggest traccar - https://www.traccar.org/, open source and it's already complete with a server and web interface. Now you need a gps device, one that's supported by traccar - https://www.traccar.org/devices/. I suggest getting one that's capable of making http requests because it's easier to integrate with traccar (for this you'll need a sim card with data), compared to going with an SMS route where you need a way for your server to receive SMS texts.

Since your title contains "Real-time" I assume gagamit kayo ng GPS, then might I also suggest traccar, https://www.traccar.org/, complete with server and client, easily integrated with OpenStreetMap
