Have you seen Orion? Similar kind of thing and I know from experience that works just fine in Docker. Worth consdiering if you tire of OwnTracks

If everybody has a smartphone, you could use OwnTracks app to geofence multiple phones.

Are there any alternatives to "Family Link" your child's gps tracking solution on android? GPS tracking would be the main purpose we are looking for but it would be nice feature (not a must) to check their phones screen from time to time since they are still new to the internet.

Ask HN: Give me an idea for a side project
Excuse me if I’m missing something, but why do you need the internet at all? Can’t you collect your location with a GPS watch as you run and just handle the gpx file offline when you get home?
Unless you’re looking to share location with others as you run - in which case your request makes sense.
